A young driver whose car was traveling more than 40 mph above the speed limit at the time of a fatal crash in Ocean County has been charged with vehicular homicide, officials said. The crash — which happened on the morning of March 3 — left 82-year-old Jules Brotsky with serious injuries. He later died in a hospital on March 26, the Ocean County Prosecutor’s Office said.
