The Mayor of Sandwich made false harassment allegations against a member of the public in an attempt to “intimidate” him, it has been determined. Paul Carter reported the man to police after he had lodged an unrelated complaint about his conduct as a Sandwich town councillor to Dover District Council (DDC).
