Vodafone Ukraine plans to invest UAH 10 billion in the country’s technological and digital infrastructure in 2024-2025. The intentions to consolidate efforts to develop electronic communications and broadband Internet access services are set out in a memorandum signed by the Ministry of Digital Transformation, the National Commission for the State Regulation of Communications and Information Technology and Vodafone Ukraine.
Cooperation between the state and business
The parties will develop solutions for:
- expanding mobile coverage and broadband mobile Internet to the population;
- restoration of the electronic communications infrastructure destroyed as a result of hostilities;
- ensuring the functioning of electronic communications during wartime and after its termination.
“Cooperation with representatives of the regulator and business is an important step that will allow us to join forces to restore and develop electronic communications. Together we will work to make services as accessible as possible for Ukrainians, ensure sustainable communication and network availability. This is especially important in the context of a full-scale war,” said Mykhailo Fedorov, Vice Prime Minister for Innovation, Education, Science and Technology Development, Minister of Digital Transformation.
Investments from Vodafone
In the two years since the full-scale invasion, Vodafone has already invested UAH 9.3 billion in the country’s infrastructure. This is a record amount, exceeding the pre-war investments of 2021. During this time, we managed to bring 900 towns and villages back online.
“Despite the constant damage to the network and the need to repair equipment, we continue to build – 5,500 base stations were put on the air during the active phase of the war in the country to expand coverage and capacity,” said Olga Ustinova, CEO of Vodafone Ukraine.
According to her, the company will not slow down. Because the world needs to talk about Ukraine not only because of the war, but because Ukraine is a country with modern technologies, innovations, a powerful telecom and IT sector, the world’s first “state in a smartphone.”
Traffic growth
Over the past two years, traffic consumption on Vodafone Ukraine’s network has grown 1.5 times. The network expansion by 40% allowed Vodafone customers across Ukraine to consume more content while maintaining high quality mobile internet.
In Q3-Q4 2023, Vodafone became the leader in mobile Internet speed in Ukraine, as confirmed by the analysis of user tests by Ookla’s Speedtest.
Memorandum
The memorandum was signed as part of the presentation of the electronic communications development strategy. The Ministry of Digital Transformation and its partners presented the strategy for the development of electronic communications for the first time. It contains not only a vision but also specific actions to restore and develop the sector.
The strategy focuses on two main areas: the availability of sustainable communications and the development of the electronic communications sector as the foundation of the economy. It also defines the measures needed to restore and develop the sector in wartime and post-war.
In particular, improving consumer services, improving public policy, creating conditions for providing or improving mobile communication services and fixed and mobile Internet, integrating Ukraine into a single roaming area with the EU, etc.
