Foreseeing a massive traffic headache for residents and commuters, the North Bergen mayor is urging state officials coordinating a $16.1 billion project to create a new rail tunnel into Manhattan to prevent hundreds of trucks a day from clogging up one of the state’s most dangerous roads.
