The Ministry of Digital Transformation launched the most anticipated document for defenders in the Diia application – a veteran’s certificate.

From now on, more than 1 million Ukrainians can use an electronic ID in various life situations, from obtaining a mortgage to receiving social services. And there is no need to carry a paper analog of the document.

Mykhailo Fedorov, Deputy Prime Minister, Minister of Digital Transformation, said:

“We are working on digitalization of services to minimize bureaucracy in the army and make interaction between the military and the state as convenient as possible.”

For whom is the digital veteran’s ID card

The document can be used:

  • war veterans;
  • combatants;
  • people with disabilities as a result of the war;
  • victims of the Revolution of Dignity;
  • family members of a deceased war veteran;
  • family members of the deceased defender of Ukraine.

Availability of services

“Our main goal is to make services for veterans simple, accessible and fast. And this applies not only to electronic capabilities, but also to administrative services in the ASCs,” said Oleksandr Porkhun, acting Minister of Veterans Affairs.

According to him, these projects are being scaled up across Ukraine, and 869 Single Veteran Windows have already been opened, where you can get all the necessary information and documents without waiting in line. An e-Map of services and opportunities is also being implemented by territorial communities. Pilot projects have been launched in Ivano-Frankivsk and Ternopil regions.

“We have launched the development of an e-card of vacancies for female and male veterans, which will simplify access to employment. The veteran community will be able to quickly find out about all available offers on the labor market, and employers will be aware of the demand of veterans,” the official adds.

How to add a veteran’s certificate to Diia

  1. Scroll through all the documents in Diia – click Add Document.
  2. Select Veteran’s ID – grant permission to receive data and click Add ID.
  3. Everything is ready, and the document will appear in the app within a few minutes.

Support for veterans

“Supporting veterans is one of the key priorities for UNDP. Our efforts are focused on working with partners from government, civil society and the private sector to create the necessary conditions and introduce the most effective tools to make it easier for veterans to access and receive public services. The launch of the e-certificate developed with the support of Sweden is one such tool designed to simplify and optimize interaction with the state for veterans and their families. We believe that such initiatives are one of the fundamental components of a truly inclusive recovery process in Ukraine,” said Christoforos Politis, UNDP Deputy Resident Representative in Ukraine.

The services are implemented by the Ministry of Digital Transformation jointly with the Ministry of Veterans Affairs of Ukraine with the support of the “Action Support Project” implemented by the United Nations Development Program (UNDP) in Ukraine with funding from Sweden, and with expert support from the DT4UA project funded by the European Union and implementing the E-Governance Academy.
