Within the framework of the European Union-funded DT4UA project, the Academy of Electronic Governance (Estonia) announces a tender for the purchase of independent evaluation services for the Presentation Attack Detection (PAD) technology used in Diia.Signature for face recognition.
The PAD technology should be evaluated in accordance with ISO/IEC 30107-3, and the performance of biometric metrics should be evaluated in accordance with ISO/IEC 19795-2.
The PAD assessment should cover the PAD 1 and PAD 2 levels of complexity. The contractor should also prepare a test report, prepared in accordance with ISO and NIST specifications, with a performance assessment, as well as a letter of confirmation of compliance with the ISO/IEC 30107-3 standard.
In addition to PAD testing, the contractor is expected to evaluate biometric characteristics in accordance with ISO/IEC 19795-2. Based on the results, a test report with relevant metrics and a letter of conformity will be provided.
The Tender Conditions state: “The selection criterion is the lowest price: the contract will be signed with the tenderer who offers the lowest total price of services in accordance with the draft contract.”
