The Cabinet of Ministers of Ukraine has adopted a resolution and launched the ePermit for Business system. Soon, Ukrainians will be able to receive a full cycle of permit issuance procedures on the Diia portal. Without queues, piles of paperwork and corruption. The Ministry of Digital Transformation is working on the project together with the Ministry of Economy.
The system will automatically check the documents uploaded by the user using a special algorithm. If the risk level is low, the registration will take place automatically. If the system finds a risk, a representative of the state authority will review your application and provide a response on the issuance of a license within 10 days.
What will the eLicense give you?
After the project is implemented, entrepreneurs will be able to:
- submit applications for obtaining, renewing, suspending or revoking licenses, expanding or narrowing business activities
- inform about changes in documents and information that were attached to the application
- create and submit declarations of compliance of the material and technical base with the requirements of the legislation on labor protection
- Receive information on the status or results of consideration of electronic documents;
- pay for the provision of administrative services;
- complain about the actions of the licensing authority regarding its violation of the requirements of the licensing legislation.
Next steps
At the first stage, declarations in the field of labor protection will be available, and from September it will be possible to obtain a license for veterinary activities. The list of services will be gradually expanded. The ePermit functionality will also be available as part of the eEntrepreneur comprehensive service.

The project is implemented by the Ministry of Economy jointly with the Ministry of Digital Transformation and funded by the European Union under the EU4DigitalUA project implemented by FIIAPP and the DT4UA project implemented by the Estonian Academy of Electronic Governance. Advisory support for the development of regulations for the system is provided by the EU4Business project: SME Policies and Institutions Support (SMEPIS) project, implemented by Ecorys in a consortium with GIZ, BRDO and Civitta and funded by the European Union.
