Ministers are preparing to end BBC licence fee prosecutions amid claims that they unfairly prosecute women. Culture Secretary, Lisa Nandy, and Justice Secretary, Shabana Mahmood, are understood to agree that failure to pay the licence should no longer be a criminal offence.
