Nine leading IT companies have signed the Declaration on Self-Regulation in the Field of Artificial Intelligence. This is the first step of Ukrainian business in preparing for future AI legislation.

Who signed

The signatory companies are:

  • Grammarly is a founding company of an AI-based assistant that helps improve communication and productivity.
  • MacPaw is a Ukrainian IT company that develops and distributes software for macOS and iOS.
  • LetsData – a startup that uses artificial intelligence to detect and analyze threatening information campaigns in the media space
  • DroneUA is a Ukrainian group of companies that is an international system integrator of unmanned solutions, robotics, and energy independence systems, creating ecosystems in new areas of development.
  • WINSTARS.AI is a key R&D center for AI development in Ukraine that creates personalized AI solutions for businesses
  • Gametree.me – developer of an application for finding gamers to play together
  • YouScan.io is a developer of a social media analytics platform based on artificial intelligence.
  • EVE.calls is a company specializing in voice technologies and conversational artificial intelligence.
  • Valtech is an international service company that provides comprehensive digital solutions for global businesses by combining technology, strategic planning, and creative approaches with artificial intelligence.

What is expected

The Declaration stipulates that within three months, companies will create rules for the use of artificial intelligence that will be followed when developing innovative products.

These principles will help businesses create technologies that are safe for citizens. The ethical approach will also strengthen the trust of partners and investors in the companies’ products.

“The signing of the Declaration is the first signal that Ukrainian business is beginning to prepare for future regulation of artificial intelligence and initiates the formation of rules in this area. In fact, companies themselves are laying the foundation for future legislation on the use of artificial intelligence in technological products. Our role as a state is to help businesses synchronize the developed principles with international standards so that Ukrainian AI products can enter foreign markets,” said Oleksandr Borniakov, Deputy Minister of Digital Transformation for IT Development.

Implementation of AI

The key visionaries of AI regulation in Ukraine – the Ministry of Digital Transformation, the Center for Democracy and Rule of Law, and the Expert Committee on Artificial Intelligence Development under the Ministry of Digital Transformation – will also join the development of principles for responsible use of AI in IT products.

The developed standards will be consolidated into a single document – the Voluntary Code of Conduct, which will be the next step in AI self-regulation in Ukraine. Signing this Code will mean that companies voluntarily agree to develop their products with respect for human rights and thus certify their ethics.

We remind you that according to the White Paper presented by the Ministry of Digital Transformation, AI regulation in Ukraine will be implemented in 2 stages. The first stage will last for 2-3 years and envisages the formation of a self-regulatory culture for businesses. At this stage, companies independently monitor compliance with the principles of ethical use of artificial intelligence in their products. The role of the state during this period is to help companies prepare for future AI legislation by providing tools. The second stage of regulation is the adoption of a law analogous to the European AI Act in Ukraine.
