Most Kent drivers hit with Ultra Low Emission Zone (ULEZ) fines since the latest expansion are still refusing to pay. Transport for London (TfL) is chasing hundreds of millions of pounds owed, of which more than £11million comes from motorists with vehicles registered in the county.
