A hit-and-run driver who killed a disabled army veteran had packed a bag to flee the country before he was tracked down by police. Claudiu Patrascu, who had only been in the UK for three months, had no licence and was driving a stolen car with false plates when he crashed into trike rider Glyn Clarke.
