Jersey City municipal council members are optimistic the fourth time will be a charm in finding an operator to perform 911 mental health crisis response services for the city. Three councilmen, James Solomon, Frank Gilmore and Daniel Rivera, are working with city officials to put together a new request for a proposal (RFP) they hope to finalize by May 1, more than two years after the council first approved the establishment of the program.
