Jersey drivers could start paying a $15 congestion pricing fee to enter lower Manhattan as soon as mid-June after a federal judge set an April 3 date for New York and New Jersey attorneys to begin arguing their cases for and against the charge. A judge denied the state’s efforts to add a constitutional challenge to its lawsuit to fight New York City’s congestion pricing plan, in an effort to expedite the case.
