Hertfordshire County Council’s chief executive Owen Mapley has quit after five years in the top job. He is leaving the authority to become chief executive of The Chartered Institute of Public Finance and Accountancy (CIPFA). He joined the council as director of resources in February 2016 and in his current role, he leads over 8,000 staff delivering than 500 different services.
