A council is preparing to fast-track changes to a number of its car parks – and among the first to suffer will be disabled drivers. Blue Badge holders will no longer be able to park for free as part of plans by Tonbridge and Malling council to install an experimental ANPR system at two of its car parks – at Haysden Country Park and at Western Road in Borough Green.
