The Ukrainian state budget for 2024 allocates UAH 300 million for the National Informatization Program. The funds will be used to create digital tools as part of the State Anti-Corruption Program.

The government has decided to allocate UAH 128 million of these funds:

  • UAH 43.1 million for the Ministry of Defense to implement tools from the German developer SAP for the efficient distribution of fuel and lubricants. This will speed up logistics, reduce corruption risks, and ensure 100% accounting of the Defense Forces’ resources.
  • UAH 43.2 million for the Ministry of Internal Affairs – to modernize the license and transport registry, as well as to create an Analytical Subsystem.
  • UAH 8.1 million for the Asset Recovery and Management Agency to develop software and secure electronic information interaction between ARMA, prosecutors and pre-trial investigation agencies. This will ensure prompt exchange of information between the agencies and make the management of seized property more efficient.
  • UAH 8.5 million for the Ministry of Education and Science to modernize the Unified State Electronic Database on Education, the Automated Information Complex for Educational Management, and the system for automating the work of inclusive resource centers. This will speed up the implementation of the Mriya educational application.
  • UAH 25.8 million for the State Property Fund to create a Unified Register of State Property and an online platform for managing the lease of state property. The registries will ensure transparency and increase the efficiency of managing this property, including leasing. It will also reduce corruption risks at state-owned facilities and increase state budget revenues.
  • The Ministry of Digital Transformation also sent a letter to the Ministry of Finance with a proposal to reduce spending on the program and transfer the remaining UAH 171.3 million to the needs of the Security and Defense Forces.

In 2022, the Cabinet of Ministers approved the State Anti-Corruption Program. According to the program, the Ministry of Digital Transformation has to implement 6 projects. The National Informatization Program is one of them. It will have a positive impact on the efficiency and effectiveness of government agencies.
