“It’s preferable to do an ‘all-for-all’ swap,” said Zelenskyy. “All reasonable countries support this approach. We are conducting [POW] exchanges, but they are slower than we would like.” At the same time, the president acknowledged that few countries believe such an exchange could take place before the war ends. “This is one of the conditions for ending the war,” Zelenskyy added. “I believe we have the opportunity to try to do it earlier.
