Dharamshala (Himachal Pradesh) [India], July 6 (ANI): Tenzin Lakshay, spokesperson of Tibetan government-in-exile expressed regret that the Tibetans living inside Tibet cannot celebrate his holiness’s birthday due to the restrictions imposed by the Chinese government.
