NGO SaveDnipro, together with the Ministry of Digital Transformation of Ukraine, presented a rating of openness of environmental data that government agencies must publish to the public. This will help Ukrainians monitor air quality, water quality, identify illegal landfills, and take care of forests and nature reserves.
The ranking is based on an analysis of 209 datasets from 74 government agencies and helps to understand how organizations fulfill their responsibilities for environmental information openness.
The study covers the period from the beginning of 2022 (before the outbreak of a full-scale war) to October 2024 inclusive, which allows us to assess the dynamics of data publication and the level of compliance with the requirements for their openness.
Open eco-data
According to the results of the analysis, the State Service of Geology and Subsoil of Ukraine publishes data most openly – 71% of the datasets are available.
At the same time, the Ministry of Energy of Ukraine topped the ranking with the largest number of closed sets: 16 sets are not published and only one is publicly available.
And the State Agency of Water Resources of Ukraine has a 100% rate, publishing 4 sets out of 4.
What’s next
Currently, experts observe a gradual restoration of access to environmental information in the form of open data, but the compliance of the managers is still far from adequate.
“We will continue to conduct regular monitoring of access to environmental open data every six months to track changes and trends,” the research team says.
At the same time, they will continue to cooperate with environmental information managers, promoting open access to important data for the public and activists.
“At the same time, there are a significant number of datasets to which access is restricted or closed. This means that we all need to make further efforts to restore and ensure the information rights of citizens and to fully implement Resolution No. 835 by all government agencies,” the experts say.
