The captain and pilot of a Hudson River sightseeing boat have been charged in the deaths of two passengers after federal authorities alleged they acted in a negligent way while operating the watercraft. Richard Cruz, 32, and Jaime Pinilla Gomez, 25, both of Elizabeth, are charged with misconduct and neglect of a ship officer resulting in death, the U.S. Attorney’s Office Southern District of New York said.
