As part of the EU accession negotiations, a bilateral meeting between Ukraine and the European Commission on public administration took place in Brussels on October 9.

Valeriia Ionan, Deputy Minister of Digital Transformation for European Integration, presented Ukraine’s achievements and plans to streamline, accessibility, quality and digitalization of administrative services, as well as their harmonization with EU legislation, including the European Interoperability framework, eIDAS and the Single Digital Gateway.

What are the achievements?

Ukraine has achieved significant results in the implementation of European digital standards. The state received maximum marks for the implementation of the European Interoperability Framework, as evidenced by the Digital Public Administration factsheets – 2024. One of Ukraine’s key priorities is mutual recognition of electronic trust services between Ukraine and the EU. Necessary legislative changes have already been made, and the European Union has praised Ukraine’s compliance with reforms in this area. At the same time, EU law is developing dynamically, and the government plans to reflect these changes in Ukrainian legislation, in particular, to update the EU eIDAS 2 Regulation.

“Ukraine is taking significant steps towards full digitalization of public services. Our goal is full integration into the EU’s digital space, and we are actively working on mutual recognition of electronic trust services between Ukraine and the European Union,” says Valeria Ionan.

According to her, Ukraine has already joined the Potential consortium, which is working on the development of the European Digital Identity Wallet (EUDI), where the government cooperates with 19 EU member states.

Anti-corruption effect

The digital transformation of the state has already had a powerful anti-corruption effect:

  • The state has saved UAH 16.3 billion thanks to digital solutions in 2 years.
  • 125+ services for citizens and businesses are available on the Diia portal, and more than 30 are available in the Diia app.

Active work is also underway to implement legislative changes to integrate into the European digital ecosystem.

Plans for the coming years regarding the accessibility of public services include the restoration and modernization of administrative service centers (ASCs) that were destroyed or damaged as a result of the war, as well as their transformation into inclusive and digital offices to ensure equal access for all citizens.

Accessibility of the Internet and electronic services

To this end, the Ministry of Digital Transformation continues to work on increasing high-speed Internet coverage and restoring telecommunications infrastructure and further adapting legislation to the requirements of eIDAS 2 and NIS2 (the European Union Directive on ensuring a high level of cybersecurity of network and information systems).

This will simplify the processes of providing electronic services and ensure full interaction with EU digital systems. The Ministry of Digital Transformation is preparing for the next meetings with the EU, as digitalization is a cross-cutting element and is present in many negotiating chapters.

The European Commission expressed gratitude for the thorough presentation and noted Ukraine’s significant progress in the digitalization of public services, especially in times of war.

Bilateral meetings with the EU continue as part of the negotiation process on Ukraine’s accession to the European Union, aimed at ensuring that national reforms are in line with European standards and that Ukraine fully integrates into the EU digital space.
