A 42-year-old truck driver from New Jersey parked on the side of the New York State Thruway in Orange County was struck and killed by a tractor-trailer early Wednesday, authorities said. Jose L. Payano was standing outside his vehicle around 12:10 a.m. on the southbound shoulder between exits 17 and exit 16 in Woodbury when he was hit, New York State Police said.
