Youths are “not to blame” for reported anti-social behaviour in Swaffham – according to a police engagement officer. Paula Gilluley, a police engagement officer who works with beat managers on tackling local issues in West Norfolk and Breckland, visited Swaffham Town Council’s full meeting on Wednesday.
