Two former police officers from Northwoods, Missouri, a small suburb of St. Louis, have been indicted on federal charges for violating the civil rights of a handcuffed man. Samuel Davis and Michael Hill, both former officers with the Northwoods Police Department, are accused of using excessive force and attempting to cover up the incident.
