A man was arrested for a horrifying attack on a woman in New York City in which police reported he lassoed her with a belt, dragged her between two cars and then raped her. Kashaan Parks, 39, was arrested Saturday and charged in the May 1 attack in the Bronx, the New York Post reported, citing the NYPD.
