China said Tuesday it is sending back four of the five crew members of a Taiwanese boat seized in July on suspicion of illegal fishing near the island of Kinmen, controlled by Taiwan but located just off the Chinese coast. The four will not be prosecuted as their offenses were minor, according to the Taiwan Affairs Office of China’s State Council, while the self-ruled island’s authorities said the captain is still under investigation in the mainland.
