On October 11, the Ukrainian delegation with Deputy Minister of Digital Transformation for European Integration Valeria Ionan presented the results of cooperation with the participating countries and agreed on further plans.

The main goal is to strengthen national cybersecurity and cyber resilience. Key projects include the development of the Catalog portal, which ensures transparent and effective communication with partners.

What is the Tallinn Mechanism?

The Tallinn Mechanism is a key tool for attracting technological assistance to support Ukraine’s civilian infrastructure and strengthen cyber resilience.

The document on this mechanism, in particular, states:

  1. “The Mechanism recognizes that the ongoing destruction of Ukraine’s critical infrastructure (CI) and disruption of essential services caused by Russian cyber operations will require significant multi-year assistance to Ukraine to maintain and strengthen its cybersecurity and cyber resilience capabilities.
  2. Recognizing that Russia’s destructive cyber operations and cyber activity are expected to continue after any formal cessation of hostilities, the Mechanism is committed to supporting Ukraine’s cyber capacity building needs in the long term.
  3. The Mechanism is intended to serve as a focal point for member states’ support to civilian cyber capacity building to facilitate integration/coordination with other related areas of multinational support to Ukraine and to raise overall awareness of the situation.”

Expansion of participants

Ten countries have joined the Tallinn Mechanism: Canada, Denmark, Estonia, France, Germany, the Netherlands, Poland, Sweden, the United Kingdom, the United States, as well as the EU and NATO as official observers. And more recently, Italy.

“We would like to thank all our partners, especially Germany and the European External Action Service, for organizing the meeting and for their ongoing support,” says Valeria Ionan.
