Port Authority commissioners approved a $9.3 billion budget for the bi-state agency that includes a second toll hike in two years on bridges and tunnel tolls, and increases airport AirTrain fares. The board voted unanimously for the spending plan, which is $1 billion higher than 2023 and is larger than the budgets of 11 states.
