Authorities arrested a Warren County man on Sunday on charges he assaulted two police officers in Newark this past Friday, the Newark Police Department said. Kahlil Cuttino, 31, of Phillipsburg, faces two counts of aggravated assault on a police officer, eluding police, obstruction and a rioting charge for the the 5 p.m. incident on the 300 block of Clinton Avenue.
