Tokyo stocks opened lower Tuesday, with some exporters pressured by the yen’s strength against the U.S. dollar, amid expectations the U.S. Federal Reserve will lower interest rates at a two-day policy meeting starting later in the day. In the first 15 minutes of trading, the 225-issue Nikkei Stock Average fell 168.54 points, or 0.46 percent, from Friday to 36,413.22. Japanese markets were closed Monday for a national holiday.
