Japan’s Nikkei index plunged over 2 percent in morning trading Monday, following declines in European and U.S. markets late last week on concern about political turmoil in France ahead of a parliamentary election. The Nikkei briefly traded as low as 37,963.17 — down over 800 points from Friday and below 38,000 for the first time since May 30.
