Ukrainian President Volodymyr Zelenskyy’s plan for victory, presented to European Union leaders, appears doomed to failure, according to Hungarian Prime Minister Viktor Orbán. Orbán has consistently sought to block EU aid to Kyiv while simultaneously strengthening ties with Moscow.
