The National Center for Operational and Technical Management of Telecommunication Networks (NCU) has adopted a decision aimed at improving the quality of mobile communication services and Internet access in the context of planned, emergency, unplanned and/or forced power outages of the electronic communication network infrastructure under martial law.

The NCU issued a corresponding order dated 15.07.2024 No. 539/2344 “On Amendments to the Order of the NCU 154/1959 Order of the National Center for Emergency Situations on Ensuring the Sustainability of Electronic Communication Networks under Martial Law”.

Improving autonomy

The fulfillment by electronic communication service providers of the tasks specified in the NCU order will ensure:

  • 100% of the equipment providing mobile communication and access to the Internet will be operational within 10 hours;
  • operation within 72 hours of 100% of operational dispatching services that receive and process emergency calls to telephone numbers 101, 102, 103, 104 and a single emergency number 112.

The order also obliges electronic communications service providers to provide the physical infrastructure of electronic communications networks through which they provide services with mobile power generators or battery packs for the first 72 hours of blackout conditions.

Phased implementation

To ensure the appropriate level of service quality in the event of a power outage, the tasks are to be implemented in stages, with 100% of the indicators to be achieved by February 1, 2025.

So, mobile operators must ensure that 60% of base stations have 10 hours of autonomy by October 1 this year, 70% by November 1, 80% by December 1, and 100% of base stations in each area of operation by February 1, 2025. This does not apply to micro base stations.

At the same time, the physical infrastructure of electronic communication networks must have an autonomy of 72 hours starting from September 1, 2024.
