The work of emergency restoration providers and operators is extremely important, as they “reanimate” the infrastructure after Russian shelling, power generators and replace batteries at stations during blackouts. To keep Ukrainians connected and online, businesses need people, which means booking workers. To improve the conditions for booking electronic communications workers, the Ministry of Digital Transformation of Ukraine proposed amendments to Resolution No. 76. The government approved them.
Thanks to the amendments to the resolution, mobile operators and large Internet providers that meet the requirements of the National Center for Operational and Technical Management of Electronic Communications Networks of Ukraine (NCM) to provide Internet access during blackouts will be able to book 100% of their employees.
To do so, mobile operators must have revenues of more than UAH 200 million, and Internet providers must have revenues of more than UAH 20 million. Companies need to obtain the criticality status according to these criteria. And employees who are included in the reservation lists must be employed full-time for at least 3 months.
Internet service provider companies that have a criticality status but whose revenue is less than UAH 20 million per month will be able to book more than 50% of their technical staff. This is possible if the ISP has formed emergency repair teams to service networks and subscribers, has technological transport, equipment and materials necessary to maintain networks during blackouts, restore networks in case of their destruction, and provides services in the territories of Dnipropetrovs’k, Donetsk, Zaporizhzhia, Kyiv, Luhansk, Mykolaiv, Odesa, Poltava, Sumy, Kharkiv, Kherson, Chernihiv regions and in Kyiv.
The terms and conditions for booking ISP employees were determined jointly with associations and market participants after the roundtable. The main thing is that Ukrainians stay connected.
