The Online Service Index assesses how well a country provides services via the Internet, how user-friendly government websites are, and whether citizens can receive the necessary services online.

In 2018, Ukraine was ranked 102nd, and this year it is 5th. This high ranking demonstrates the significant progress Ukraine has made in the digitalization of public services.

Online Service Index

In 2019, the team of the Ministry of Digital Transformation started building a digital state on the initiative of the President. Ukraine became the first country in the world to have official electronic passports and the fastest business registration. Ukraine is also the fourth country in Europe to have a digital driver’s license and one of the first countries in the world to have its COVID certificates officially recognized by the EU’s Diia app.

The main goal of the Ministry of Digital Transformation is to build the most convenient country for receiving services. The Diia app already has almost 21 million users who can access 21 documents and more than 30 services, and the portal has 120+ services. At the same time, we are developing the digital literacy of the population and improving the telecommunications infrastructure.

 

Ukraine is the only country in the world that is developing a digital state in the face of a full-scale invasion. During the war, Diia launched eDocument in case people lost their passports, eSupport and a comprehensive service eRestoration in case their homes were damaged or destroyed. People receive critical services in a few clicks on their smartphones. Recently, Ukrainians have even been getting married in a few clicks in Diia.

E-Government Development Index

The Online Service Index is one of the components of the E-Government Development Index (EGDI) developed by the United Nations. The index measures how well governments use digital technologies to provide services to citizens. In other words, the index shows how “electronic” a state is and how it interacts with citizens through government websites or applications. According to this general indicator, Ukraine ranks 30th, in 2018 – 82nd.
