Tshering Tobgay began his term as prime minister in the Himalayan kingdom of Bhutan on Sunday, the country’s king announced on Facebook. Earlier this month, Tobgay had won only the fourth parliamentary election in the country known for its Gross National Happiness, a kind of index that takes into account physical as well as mental health to measure collective happiness.
