(The Center Square) — Louisiana’s 2nd Congressional District has one clear favorite, incumbent U.S. Rep. Troy Carter, D-La., in a crowded field for the Nov. 5 election. The district, one of two in Louisiana that are majority Black, is a Democratic stronghold and stretches from Iberville through New Orleans.
